Boosting ive seen... Motherboard maker monitor apps use more resources than say HWInfo does. My 3700xt idles at 35-40c, up to 74-76c under load. And this is an allcore o/c @ 4.3ghz with a 1.256 undervolt. Gigibyte's SIV (monitor software & fan control) software will have the cpu hit 48-49c when open, where HWInfo will see below 40c. The 3700x will run up to 85c happily and will then start to thermal throttle ,and its max temp is 95c. My guess is you will get into the 80s running cinebench. If you do, this is only of concern if you do a lot of heavy processing tasks, if you are just gaming then it is no problem at all. My 5800X idles around 31-32C depending on ambient. RGB tools, iCUE, and other vendor software is notorious for keeping cores awake. The notoriously inaccurate iCue software reads higher than your number at idle, lower under full load. 70° C is OK for the CPU. 40° C and higher seem a little warm for the other monitor points, but not seriously so.I used Ryzen Master's auto curve optimizer feature and it set all my cores to -30. I then went into Bios and put a manual +125mhz boost offset in the PBO settings.
